IEEE Indonesia Section gave response towards the Draft Ministerial Regulation concerning the Master Plan and Technical Provisions for the Use of the Radio Frequency Spectrum for the Purposes of Terrestrial Broadcasting Radio on MF and VHF Band II Radio Frequency Bands.

The Indonesia Government is processing to evaluate the implementation of Digital Radio Technology based on Digital Radio Mondiale (DRM) to improve the quality of broadcasting radio. DRM is more spectrally efficient than AM and FM, allowing more stations, at higher quality, into a given amount of bandwitdh, using xHE-AAC audio coding format. Since it was officially established on September 11, 1945, the use of radio broadcasts as a broadcasting medium in Indonesia has continued to be carried out. Radio is used as a medium for accessing information. For 75 years the Indonesian people have only been able to receive AM and FM analog radio broadcasts.

It has become habit of IEEE Indonesia Section to participate through giving relevant feedback and input towards government that are in line with profession organization. Chair of Industry Relations IEEE Indonesia Section, Dr. Agnes Irwanti, initiated online Focus Group Discussion (FGD) with Dr. Denny Setiawan (Chair of Government Relations IEEE Indonesia Section), to discuss about some technical, commercial and other aspects of the implementation of DRM Radio, to the government.

The discussion result was aggregated in the forms of  technical and non-technical feedbacks, that was sent to Ministry of Communication and Information Technology of the Republic of Indonesia on January 25, 2021. It is arranged as the improvement from current regulation regarding radio frequency masterplan in AM and MF radio broadcasting, as well as the masterplan in radio frequency for FM broadcasting.

It also acts on the purpose in digital transformation policy and strategy of President Regulation of the Republic of Indonesia number 18 year 2020 about National Mid-Term Development Plan for 2020-2024, and anticipate broadcasting technology development in regulation number 11 year 2020 about Job Creation.

The serial online discussions was attended by Satriyo Dharmanto (Advisory Board of IEEE Indonesia Section); Arief Hamdani Gunawan (Advisory Board of IEEE Indonesia Section); Anggoro Widiawan (Chair of Professional Activity),  Eddy Setiawan (Vice Chair of Industry Relations IEEE Indonesia Section); Cleossa Lydwina Agdy Putri (Chair of Young Professionals IEEE Indonesia Section). Moreover, the discussion was also attended by Arnold Djiwatampu (Advisory Board of IEEE Indonesia Section); Kuncoro Wastuwibowo (Advisory Board of IEEE Indonesia Section); Dr. Agustan (Vice Chair of Government Relations IEEE Indonesia Section); Dr. Arifin Nugroho (Advisory Board of IEEE Indonesia Section); Dr. Ford Lumban Gaol (Chair of Computer Society IEEE Indonesia Section), and Beno Pradekso (Coordinator of Entrepreneurial & Triple Helix Networking Activities IEEE Indonesia Section).

Dr. Ing. Wahyudi Hasbi as Chair of IEEE Indonesia Section sent the feedback and input towards government, in the form of recommendation documents from IEEE Indonesia Section, ad above mentioned: The discussion was concluded the necessity of active participation from domestic manufacture industry also the drafting of national standard regarding its implementation.

It confidently will bring greater benefit for national interest, especially in entering digital era as well as giving support towards national industry level of contents, reach purchasing power of people, and the broadcast can reach the entire region of Indonesia. This implementation of Digital Radio in Indonesia is important agenda, and to be wait by Indonesia people, to have new experience in the Radio broadcasting access.
